“There is going to be a vaccinated economy, and you get to participate in that if you are vaccinated.”
Dan Andrews served as Premier of the Australian state of Victoria from December 2014 until September 2023.
He studied arts at Monash University and built his career in politics, including serving as Victoria’s health minister from 2007 to 2010. He was not a physician, epidemiologist, immunologist, or infectious-disease specialist. His authority to make public-health policy came from elected office and statutory powers, not medical credentials.
In October 2021, Andrews expanded the vaccination requirement to more than a million authorised workers, requiring at least one dose by October 15 and full vaccination by November 26 to continue working onsite. His government also advanced a “vaccinated economy” in which access to certain businesses and venues depended on vaccination status. Andrews openly defended the strategy, saying mandates had “absolutely got people vaccinated quicker.”
In October 2021, he also apologised after receiving a $400 fine for twice breaching Victoria’s outdoor mask requirement. The Victorian Supreme Court later considered a challenge to the vaccination directions; in Harding v Sutton, the court rejected the argument that public-health officials had simply acted under Andrews’s dictation, noting evidence that they had independently advised mandatory vaccination in certain workplaces.
Andrews framed the restrictions as a route back to freedom while explicitly proposing to exclude unvaccinated people who could be vaccinated from parts of public and economic life.
His government also faced serious scrutiny over the 2020 hotel-quarantine program. An independent inquiry examined the decisions, communications, contracts and failures associated with that program after breaches contributed to Victoria’s devastating second wave. The inquiry’s findings and recommendations are a documented governance issue, though no one has been charged with crimes. Andrews resigned as premier and left Parliament in September 2023.
Dan promised a vaccinated economy as the road back to freedom. The enduring question is who should have the power to decide when freedom becomes conditional.
